Can I use it as a test?

It works as a low-stakes check, which is a better use for it. A matching sheet shows recognition, not recall — a child can match ten words and still not produce one of them out loud, so pair it with something spoken before you conclude anything.

Does every sheet come out the same?

The shuffle is fixed for a given list, so reprinting gives you the same sheet — which is what you want when half the class was absent. Change the word order in the builder if you want a genuinely different one.
